Per the General Counsel with the NC Department of Ag following their discussion
with State Emergency Management, "As per previous storms,
timber is included in definition of crop and,
per Section 6 of Executive Order No. 102,
weight restrictions on bridges are not waived.  
You can get more specifics at Section 6 of the transportation waiver."
